     The average citizen would believe that "officials have two mouths", that CY and Brother Paul can do whatever. If the housing prices continue to go up, well, they just ramp up the measures. If the harsh measures aren't enough, then they pull out Tenancy Control, or even stipulate that the selling price cannot be greater than the buying price; then housing prices would surely go down.
