From Old French rifler (to scrape, scratch), from Proto-West Germanic *rīfilōn via either Frankish *rīffilōn or Old High German riffilōn (to tear by rubbing), akin to rip, ripple. Compare Old English geriflian (to wrinkle), Old Norse rifa (to tear, break).
