Etymology

law (“rule”) + of + conservation (“preservation”) + of + ninjutsu (“a martial art used by ninjas”)

The law implies that each team of ninjas has the same finite amount of "power" of martial arts, therefore a team with fewer ninjas has more powerful ninjas.
