Etymology
From Proto-Finnic *kaari, from Proto-Uralic *këŋere. Cognate with Estonian kaar. The sense 'code' is a semantic loan from Swedish balk (“arch”).

Usage notes
- (act, code): Originally, the name kaari was used in the names of the broad statutes of the Swedish 1734 law. Remnants of those acts still in force (though heavily amended) include e.g. oikeudenkäymiskaari 'Code of Judicial Procedure' (4/1734). Over time, it was superseded by the use of the name laki. The difference in names bears no significance as for their precedence, since both a kaari and a laki are at the same level in the statutory hierarchy: they are inferior to the perustuslaki 'Constitution', superior to an asetus 'decree; executive order', and they are both passed and issued by the Parliament within one Parliamentary term. The name kaari is, however, intentionally given to an act in order to connote that the act concerns an exceptionally large part of human life, e.g. tietoyhteiskuntakaari 'Information Society Code' (917/2014) (an act on radio, TV, Internet etc. electronic communication services, and on privacy in the use thereof).
